Trees and plants have trouble growing from sprouts in pumice because the surface drains so well that it retains no water. I believe these were planted as seedlings with established roots.

Some strata are particularly preferred by birds which excavate a great many nest-holes. I assume they are seeking out some optimal combination of softness, rigiditiy/strength, and grain size.
